Will re-aligned competition structures improve development?

In the Strategic Activities document (item 1.1.6), you talk about "re-aligning competition structures nationally, provincially and locally".

What exactly do you mean by this - particularly at the local level? Will there be an attempt to legislate a change to the current structure with its emphasis on winning that seems to be prevalent in youth soccer today and move to an environment more conducive to development?

This strategic acitvity is an extension of the Wellness to World Cup Long Term Player Development (LTPD) plan.
The intent is to provide a player development pathway whereby every player has the opportunity to reach his/her potential through a structured player/competitive pathway.
