How do SAAC, OFSAA, etc. fit into the CSA's Strategic Plan?

I would like to find out what conditions are to be met in order to become a member organization of CSA/OSA?
In the Strategic Plan for example there is nothing about role/relationship with CSA/OSA of some organizations which are currently non members but play important roles in youth development. For example for-profit SAAC academies, high school OFSSA or pro club academies (Fury, Linx, etc.).

Why did the CSA change its eligibility rules (at the last minute) to prevent a group like SAAC from being accepted when they had managed to do everything necessary to qualify for membership?

How is it that the OSA can keep a group like SAAC out, despite the fact that an academy like the Premier Soccer Academy/Toronto Lynx are permitted to be members of the OSA (which they fully deserve to be because they are providing an excellent level of soccer development for players in Southern Ontario)?

It makes one wonder if the CSA and OSA published rules are really intended to promote and develop soccer in Ontario and Canada.

We are not aware of any changes made by the CSA to its eligibility rules.
Please provide more specific details so that we can adequately respond to your question.

The SAAC applied for Associate Membership in the OSA, which requires the approval of the OSA's Board of Directors.
The OSA Board did not approve the Associate Membership application submitted by SAAC, which is totally within the discretionary authority of the OSA Board.

The Toronto Lynx S.C. is an affiliated member club of the Toronto S.A. -- one of the OSA's District Associations.
The Toronto Lynx S.C. is not directly affiliated to the OSA but as an affiliated Club, it enjoys all the rights and privileges as any other Club which is affiliated to a District Association.
