Accounting for increased player fees?

The Strategic Plann is a great 'first step' document and delivers promise for the future. Do you not feel that before pulling the 25 million dollar number from a hat that some strategic planning should be presented that says:
Here is what resources we are going to deliver to grassroots for x dollars
Here is what the plan and resources required to deliver an effective national teams plan is for y dollars
Here is our rough measurement goals for the program to 2013

Do you not believe that this would have been a better approach than give us $5.00 this year, x dollars next year and y the year after that and we'll let you know what and how we are doing it later on?

Agreed, the plan is a start and the CSA will communicate a detailed break-down of the costs and resources required to deliver the plan.

But when will the detailed cost break down be provided -- after the $5.00 levy is approved?
That's $3.5 million more in the CSA pockets, an organization without exactly a stellar track record in terms of sound financial management.
Without a detailed break down of how the money will be used, what will the grassroots soccer communities get for that investment in the CSA?
How will success be measured.

The investment will initially be in the National Youth Teams - Boys and Girls National U-15, U-17, and U-20 Teams.
Our goal is to increase the International player pool for both Mens and Womens programs whereby each player has had the opportunity to compete in upwards of 50 International matches upon graduating from the respective U-20 program.
